The temperature-and-pressure relief valve is a safety device, not an ordinary plumbing leak to silence. It is designed to discharge if temperature or pressure becomes excessive. A small intermittent drip and a continuous stream can have different causes, but neither should be solved by capping the discharge pipe, plugging the valve, or defeating it in any way.

- Relief-valve discharge can be scalding hot; do not place hands, buckets, or body parts in the discharge path while the heater is operating.
- A strong continuous release, overheating, bulged tank, or other severe abnormal condition requires urgent qualified service rather than DIY pressure or gas/electrical adjustments.
First make sure the water is really coming from the T&P discharge
A storage water heater can leak from threaded pipe connections, the drain valve near the bottom, the tank itself, condensate on some high-efficiency equipment, or the temperature-and-pressure relief valve. The T&P valve is normally mounted near the top of the tank or high on the side and has a discharge pipe leading downward to an approved termination point.
Trace the highest wet point without touching hot discharge water. If water is coming from the T&P outlet or discharge pipe, treat it as a pressure-and-temperature safety issue until the cause is known. If the tank shell itself is leaking or visibly corroded through, that is a different failure that commonly leads to replacement rather than a valve-only repair.
When the drip happens can help a plumber separate expansion from a bad valve
A.O. Smith notes that small T&P discharges can be associated with thermal expansion or high water pressure. In a closed plumbing system, heated water expands but has limited room to move backward into the supply, so system pressure can rise during a heating cycle. A properly selected and charged expansion tank is one common way professionals manage that condition.
A continuous leak can also come from a valve that no longer seals correctly, excessive pressure, excessive temperature, or another water-heater control problem. Write down whether the discharge happens only after long heating cycles, after large hot-water use, or continuously. That pattern is more useful than repeatedly opening the relief lever as a test on an older or corroded system.

The discharge pipe must stay open and the relief valve must stay functional
Manufacturer safety literature explicitly warns not to cap or plug the T&P valve or discharge pipe. The valve exists to relieve dangerous temperature or pressure. Blocking that path can allow pressure to build in the tank and can create an explosion hazard.
Do not add a shutoff valve, threaded cap, hose valve, reducer, or improvised container that can obstruct discharge. A missing, damaged, improperly routed, or leaking discharge line should be corrected according to the water-heater instructions and local plumbing requirements by someone qualified to do the work.
Hot discharge, abnormal tank temperature, or violent release deserves urgent service
If the valve is releasing a strong stream of very hot water, the heater appears to be overheating, the tank is bulging or making severe abnormal noises, or the discharge will not stop, keep people away from the heater and obtain urgent qualified service. Use the manufacturer's emergency shutdown procedure only if you can do so safely and you clearly know which water, gas, or electrical controls belong to the heater.
Do not raise the thermostat to compensate for a hot-water problem while a T&P valve is discharging. Higher temperature can increase scald risk and may make a pressure or control problem worse.
Before you call it done
- The highest wet point was traced to distinguish T&P discharge from a drain valve, fitting, condensate, or tank leak.
- No cap, plug, shutoff, or other restriction was added to the relief valve or discharge pipe.
- The timing and severity of discharge were noted without intentionally forcing repeated relief-valve operation.
- Pressure, expansion-tank, valve, and temperature-control diagnosis is being left to qualified service.
- People are being kept away from hot discharge water and any heater showing signs of overheating or severe failure.
