Discolored hot water can look like proof that the water heater is rusting through, but the color alone does not identify the source. Iron, manganese, corrosion products, bacteria, disturbed sediment, and water-heater components can all change water color. The fastest useful split is whether the discoloration appears only in hot water, in both hot and cold, or at just one fixture.

Hot-only, cold-and-hot, and one-fixture discoloration point in different directions
Fill clear containers from the cold and hot sides at more than one fixture and let the samples stand. If both hot and cold are discolored throughout the home, the source may be the utility, private well, service line, or household plumbing rather than the water heater alone. If only one faucet is affected, local supply lines or that fixture deserve attention.
If cold water is consistently clear but hot water is discolored at several fixtures, the hot-water system becomes more relevant. That can include hot-water piping, accumulated sediment, anode-related conditions, or water chemistry interacting with the heater.

The bulletin discusses iron-related bacteria and water chemistry as common contributors and notes that anode rods can be affected.
That is why replacing a tank based on color alone can miss the real source. Water conditions, piping material, well chemistry, recent distribution work, and heater maintenance all belong in the diagnosis.
EPA treats iron, manganese, corrosion, and color as water-quality clues
EPA secondary drinking-water guidance identifies iron with rusty color and reddish or orange staining, and manganese with black-to-brown color and staining. EPA also notes that corrosion of plumbing can add color, metallic taste, and staining.
If discoloration appeared suddenly throughout the home, is accompanied by an unusual chemical or fuel-like odor, or follows a public-water incident, do not rely on a home appliance diagnosis. Follow the water supplier's advisory or, for a private well, use appropriate testing guidance before deciding whether the water is suitable for drinking and cooking.
Do not improvise a hot-water tank flush when the real problem is still unknown
Some water-heater manufacturers include periodic draining or flushing in model-specific maintenance, but a full tank contains scalding water and may use gas, 240-volt electricity, powered venting, or other systems that must be shut down and restarted correctly. Sediment flushing is not a universal first response to any brown-water complaint.
If you are not comfortable following the exact manual, use a qualified plumber or water-heater technician. A leaking tank, corroded fittings, unsafe relief-valve condition, or gas/venting problem should be serviced rather than treated as a water-color experiment.
Water testing and anode decisions should follow the actual water source
Private-well households may need testing for iron, manganese, corrosion-related conditions, or other parameters based on local risks. EPA's private-well guidance recommends testing when staining, objectionable taste or smell, or corrosion is present rather than guessing from appearance.
Anode replacement can be appropriate on some tanks, but anode type and service procedure are model-specific. Do not remove an anode or chemically disinfect a heater without a manufacturer-supported procedure and an understanding of the water source.

- Hot and cold water were compared at more than one fixture before the water heater was blamed.
- Recent utility, plumbing, or private-well work was considered as a possible source of disturbed color or sediment.
- Sudden whole-house discoloration is being checked against utility or private-well guidance.
- Tank flushing, anode service, and disinfection are being treated as model-specific procedures with scald, gas, and electrical hazards.
