A kitchen faucet with strong cold flow and weak hot flow is giving you an important clue: the restriction may exist only in the hot-water path. That is different from a whole-house pressure problem and different from a faucet that is weak on both hot and cold. Start by comparing the same hot-water symptom at other fixtures, then work from the accessible shutoff and supply path toward the faucet instead of immediately replacing the water heater or faucet.

If hot flow is weak at many fixtures while cold flow remains normal, the restriction may be farther upstream in the hot-water system.

If the valve is difficult to operate, visibly corroded, or starts dripping, a plumber is the safer next step.
A recently serviced sink can also have debris in the supply line or faucet after a shutoff event. That is why timing matters: low hot flow that started immediately after plumbing work has a different likely cause from a gradual decline over years.
The aerator is less likely when cold flow through the same spout is strong
A shared aerator or spray head affects both hot and cold water after they mix inside the faucet. If cold flow is clearly strong from the same outlet, a completely clogged aerator is less likely to explain a hot-only restriction, although partially blocked spray-head screens can still complicate the comparison on pull-down faucets.
Do not remove federally or manufacturer-required flow controls to chase pressure. Clean only the serviceable screens and aerators described for your exact model.
Cartridges and inlet screens are model-specific
Moen and Delta both publish low-flow procedures that vary by faucet family. Moen notes that temperature-specific low flow may require cartridge service after verifying the supply, while Delta describes debris in supply lines and internal components as a common cause of reduced flow on some models.
Shut off both water supplies before removing a faucet cartridge, and follow the exact exploded diagram or service article for the model. If the faucet uses electronic valves, touch controls, integrated check valves, or proprietary quick-connects, generic cartridge instructions can cause damage.

Weak hot flow at several fixtures moves the diagnosis upstream
If multiple hot fixtures have the same low-flow problem, stop treating the kitchen faucet as the source. A main hot-water valve, mixing valve, water-heater connection, scale restriction, recirculation component, or other plumbing issue may need evaluation.
Do not drain or open a water heater, expansion device, tempering valve, or pressurized hot-water component just to diagnose faucet flow. Hot water can cause severe scalding, and pressurized plumbing repairs are better handled by a qualified plumber when the restriction is system-wide.
