A ridge of ice at the eaves can look like a gutter problem, but the lasting cause is often heat reaching the roof deck from the house. Snow melts higher on the roof, the water runs toward the colder overhang, and it freezes again at the edge. Once that ridge traps more meltwater, water can work under roofing and show up as ceiling or wall damage. The durable fix is usually about the attic and roof temperature—not attacking the ice with a hammer.

First separate an ice dam from ordinary icicles
Icicles can form from sun, weather swings, or roof runoff without a major dam. An ice dam is a thicker ridge of frozen water near the eave that can hold liquid water behind it. Interior water stains after snow events, ice spreading up the roof edge, or repeated damming in the same area are stronger clues that heat loss and refreezing are creating a roof-water problem.
ENERGY STAR explains that a warm attic can melt roof snow and that the runoff can refreeze at colder gutters or eaves. It recommends proper insulation and air sealing to keep the attic colder in winter, along with attic ventilation that does not have blocked soffit vents.

Air sealing comes before simply piling on more insulation
Warm indoor air can leak through ceiling penetrations, plumbing and wiring openings, dropped soffits, attic hatches, recessed fixtures, and wall-top gaps. ENERGY STAR’s attic guidance specifically recommends sealing air leaks before adding insulation because insulation alone does not stop moving warm air.
Dirty or darkened insulation can mark air movement, and frost in insulation during cold weather can point to warm moist air reaching a cold attic surface. Those clues help identify bypasses without guessing from the ice location alone.
Do not block the soffit vents while improving insulation
Natural attic ventilation helps keep the roof deck cold and remove moisture. ENERGY STAR warns not to cover soffit vents with insulation and recommends rafter vents or baffles where needed to preserve the path from soffit to attic.
More ventilation is not a substitute for uncontrolled heat leakage, however. If the attic floor is full of bypasses, warm house air can still heat the roof and carry moisture upward. The durable strategy is air sealing plus appropriate insulation plus a functioning ventilation path.
Temporary ice removal has real fall and roof-damage risks
Do not chop an ice dam with an axe, hammer, shovel edge, or other tool that can damage shingles, gutters, flashing, or the roof deck. Do not place salt products on roofing unless a roofing professional or the roof manufacturer specifically approves the method and material.
A roof rake used from the ground can reduce snow load on some accessible roof edges, but it must be used without standing under falling snow or ice and without contacting overhead power lines. Steep roofs, multi-story homes, active leaks, and large dams are strong reasons to use a qualified roofing or ice-dam professional.
Interior damage means the moisture problem has already crossed the roof assembly
If water has reached drywall, insulation, trim, or electrical fixtures, document the wet area and dry materials promptly once the active leak is controlled. A ceiling that is bulging, saturated, or wet around a light fixture should be kept clear until structural and electrical risks are assessed.
After the weather event, inspect the roof covering and flashing as well as the attic. Ice dams can expose weak roofing details, so correcting heat loss does not eliminate the need to repair actual roof damage.

- Attic air leakage is being investigated before simply adding more insulation.
