Start with the thermostat because continuous fan can feel like a heating failure
Carrier's current heat-pump troubleshooting guidance recommends confirming that the thermostat is set to Heat and that the fan is set to Auto rather than On. With the fan set to On, the blower can circulate room-temperature air even when the heat pump is between heating cycles, making the vent feel cool.
Raise the heat setting only enough to create a clear call for heat and observe the system for a normal cycle. Do not make a large temperature jump just to force auxiliary heat or repeatedly switch modes.

A brief change that resolves after defrost is different from a system that continues blowing cold air and cannot maintain the thermostat setting. Persistent thick ice on the outdoor coil also deserves service rather than repeated manual de-icing.
Airflow problems can make a functioning heat pump feel weak
A loaded filter, blocked return, closed supply register, or blower problem can reduce airflow and comfort. Carrier lists a clogged filter and blocked ductwork among common causes of weak heat-pump airflow. Check the filter size and orientation and keep returns and supply registers unobstructed.
Do not close large numbers of supply registers in an attempt to push more heat to one room. That can change system airflow and static pressure rather than solving the underlying comfort issue.
Refrigerant and reversing-valve problems are service work
Carrier also lists a malfunctioning reversing valve and low refrigerant among possible reasons a heat pump can blow cold air in heat mode. Those are not homeowner adjustment points. Refrigerant circuits require trained service, and opening electrical compartments exposes line-voltage components.
If the thermostat settings are correct, airflow is reasonable, defrost does not explain the pattern, and the home still cannot warm, schedule HVAC service. Also stop if breakers trip, wiring smells hot, the outdoor fan or compressor behaves abnormally, or the equipment is heavily iced.
